If mirrors flipped up and down, your head would appear at the bottom and your feet at the top in the reflection, which does not happen. The mirror keeps the vertical axis the same because it only reverses the depth axis — the direction going into and out of the mirror. This means the mirror image stays right side up, preserving the top and bottom orientation.
