The city of Cairo was officially founded in 969 CE by the Fatimid dynasty.

While settlements existed in the area prior, the city known today as Cairo ('Al-Qahirah', meaning 'The Victorious') was established by the Fatimid general Jawhar al-Siqilli. Intended as a royal enclosure and the new capital of the Fatimid Caliphate, it rapidly grew to become a significant center of Islamic learning, commerce, and power. The Greater Cairo Region, encompassing Cairo Governorate and parts of Giza and Qalyubia Governorates, represents a vast urban agglomeration. This immense population density contributes to Cairo's vibrant, bustling atmosphere but also places significant strain on its infrastructure, public services, and natural resources. The rapid growth since the mid-20th century has led to challenges such as traffic congestion, pollution, and housing shortages, which are characteristic of many megacities in developing regions. Egypt is currently developing a New Administrative Capital (NAC) to decentralize government functions and alleviate pressure on Cairo.

Launched in 2015, the New Administrative Capital project is an ambitious initiative to construct a completely new, modern capital city east of Cairo. This mega-project aims to house key government ministries, the presidential palace, foreign embassies, and eventually host millions of residents, serving as a new hub for governance and business. The rationale behind the NAC is to address Cairo's growing congestion, pollution, and overpopulation, offering a sustainable and technologically advanced urban environment. While Cairo will retain its cultural and historical significance, many official functions are gradually being relocated to the NAC, representing a significant shift in Egypt's urban planning and national strategy.
